Don't these rules allow actions to be taken on whoever they want? It's pretty much subjective and can be applied to whoever the staff member wishesRule #15 & maybe rule #4

So I assume jokes aren't allowed if they mention hacks?Yes it is. That is why staff is a position that has to be applied for , they are promoted/accepted on the prinnciples that higher staff trust them to make the right decisions and the right calls. They only apply punishment to the people that break the rules.
sarcastic* "hackusations"No "hackusating" isn't a rule, it just makes chat unnecessarily obnoxious. We would prefer you to get proof of someone hacking, rather than calling them out in chat. Calling them out gives them a reason to stop hacking, so we can't watch them. This is also why we have a ticket system, so admins and mods can keep an eye on a specific player if you don't have evidence yourself.

meaning not serious
so any jokes that a staff member does not like mean that user can be muted for it?point still stands, we'd rather you didn't do it.
If you are making fake hack reports, then you have every right to be muted. Use common sense on don't waste our time by filling our chat with bogus reports. You won't get muted for normal jokes, but if you decide to not use common sense then it could end up with you being muted again.
Damien that comment is unnecessary.Maybe you should shut up instead?
It's not about not liking the joke, it's purely about making false reports and wasting staff's time. ChickenChit's answer explained perfectly why we prefer hacks aren't called out in chat, and I agree it's unnecessarily obnoxious. It's not always obvious when someone is joking. Common sense would be to not make false reports, and it definitely is not subjective because that would apply in real life too, like not filing a false police report. If you actually believe someone is hacking you can make a ticket in-game or take a recording of the offending player and make a report on the forums.
On another note, the term "hackusate" was coined by the community. It doesn't mean we don't take it seriously. On /rules 2 it specifically says that not all rules are listed and if you're not sure, ask. If a staff member is asking you to stop doing something please listen in the future.
