Hopppers in Vote Crates

After spending over a million on hoppers in an hour, I think it'd be neat to see them appear in vote crates. Possibly 1 or 2 in tier 2-3 crates?

Our goal was to make people think twice about using hoppers in mass amounts.
We have achieved this and see no reason to change it.

This is why the lag issues we have been dealing with over the years are so complicated. They're multifaceted, when we removed hoppers from the equation we have just ended up dealing with other sources of lag. By increasing the likely hood of hoppers causing lag again could set us incredibly far back in terms of performance.
