Hey,
Today I ranked up to SWAT cop rank and tried out /swat for the first time, it seems pretty balanced with the sword/armor and the slowness (Which makes it fair). However I noticed that doing ./kit swat, I received a Shield "Riot Shield" which is cool but I would of though that doing ./swat would of given you a Riot Shield which was connected to the ./swat command, so maybe you could add the riot shield to the ./swat inventory?
Also I'm not sure if you can do this or not (Separating normal shield textures from the riot shield textures) but I was thinking if you could add a sort of "SWAT or Riot" Sticker/Texture to the front of the riot shield as this would make it look very awesome and stand out from normal player shields.
Here are a few images I picked up from Google.

Like I said i'm not sure if the Texture part of the suggestion is good but I know that the Riot Shield can be included in the /swat commands inventory.
Thanks for reading
